Until 2011 it was administered as a district, with local a administration structure similar to that of other districts in the country. The Kampala Capital City Act of 2010 changed all this.
The new law that became effective in 2011, placed management of Kampala city under the central government. It's directly administered by the Executive arm of government through the Kampala Capity City Authority - KCCA with an appointed board headed the Executive Director. The board is supervised by a cabinet minister who in essence represents the president.
The residents of Kampala under the prevailing law, still elect a Lord Mayor whose role is more as a figurehead than a decision maker.
